Job summary/Role description:

Borouge is a key enabler of the Client's downstream and industrial growth strategy, supporting the region. The manager of the Borouge 4 project, on behalf of the project owners, is overseeing the construction of the Borouge 4 expansion in Al Ruways. The Early Works phase is already underway, and the Engineering, Procurement and Construction (EPC) contractors are set to start construction.

The HSE Engineer - Permit to Work Permit Coordinator will verify and ensure that all field activities are performed according to the HSE Policy, regulations, standards, and procedures. They will promote preventive and corrective actions as required.

Desired Candidate Profile

  • Ensure the proper implementation of the "Permit to Work (PTW) Procedure," including distributing, opening, and closing permits according to procedural requirements.
  • Maintain and update the PTW Register, registering all permits daily.
  • Perform Job Hazard Analysis (JHA) and participate in Job Safety Analysis (JSA).
  • Verify the adequacy and application of the Site HSE Plan and related procedures, preparing revisions when necessary.
  • Update HSE documentation during all construction phases as required.
  • Ensure subcontractors perform their activities in compliance with HSE procedures, regulations, and standards.
  • Organize and participate in periodical HSE walkarounds, inspections, and audits on-site. Prepare reports, action plans, and verify timely execution of corrective actions.
  • Organize and coordinate HSE training activities on-site.
  • Participate in relevant site HSE meetings and prepare minutes of the meeting (MOM).
  • Cooperate with the client regarding the issuance of necessary work permits.
  • Conduct full investigations of work accidents, identifying corrective measures to avoid reoccurrence.
  • Maintain accident records and identify areas for prevention.
  • Perform or promote personnel indoctrination/training.
  • Lead and coordinate the activities of the Site HSE Committee, composed of all Contractor and Subcontractor HSE Representatives.
  • Lead and coordinate the site emergency response team and fire prevention/fighting team. Organize training and emergency drill mock activities.
  • Prepare the HSE section of the construction monthly progress report and other periodic reports.
  • Prepare and update the Site HSE Statistics, verify performance versus Project and corporate HSE Objectives, Targets, and performance indicators. Propose recovery plans in case of mismatch.

Knowledge & Qualifications

  • Suitable University Degree

Experience

  • At least 10 years of relevant field experience
  • EPC experience on Oil & Gas projects
